DIRECT PROCUREMENT NOTICE - E-LEARNING SERVICES SYSTEM FOR AERONAUTICAL PERSONNEL

1. Purchaser: COMPANIA NATIONALA DE TRANSPORTURI AERIENE ROMANE TAROM S.A.
2. Technical specifications of the services:

  • The E-learning system is requested for the specific training of the aeronautical personnel (pilots, cabin crew members, flight dispatchers, technical personnel);

  • The E-learning system has to provide interactive courses (modules) for every category mentioned above, issued according to AIR-OPS - Commission Regulation EU 965/2012 on air operations and related to EASA decisions (AMC & GM and CS-FTL.1) and approved by Romanian Civil Authority;

  • The E-Learning system should run on every type of device: PC, laptop, iPad or android tablet and should be accessed anytime and anywhere;

  • The E-learning system should not need any additional program or TAROM IT department intervention for running on user device;

  • The system should generate automatically a course completion certificate;

  • The administrators should have access to the reporting system at any time, including the course completion certificates;

  • The system should have installed an examination option, based on TAROM requirements and, in case the user fails the exam, he will not finish the course. The user should be able to check immediately the answers and the result of the examination. The system should provide automatically the certification on user email address.

3. Quantity of products: around 500 users.
4. Place where the products will be delivered: International Airport Henri Coanda, Bucharest, Romania.
5. Delivery term for services supply: starting with 01st April 2017.
6. The price of the services shall be expressed in: EUR (VAT, fees etc excluded).
7. Other conditions, mandatory for the services:

  • The access to the E-learning system will be done using a web address provided by the provider;

  • Every user will access the system with his own username and password;

  • All the courses should be accessible any time, independent of the stage of training (in progress or completed);

  • The system should be able to warn automatically the user periodically on the date of course expiring;

  • The system should not allow the user to scroll through the course, but to read and complete it step by step;

  • A user manual should be accessible at any time by any user.

  • The system should record all evaluation results and issue statistical information (such as user evaluation).

  • The system should have a back-up system.

  • The system should keep the revisions of all courses
